I'm 5'3"...can this be worn with flats? Asking because I can't tell if the measurement is from the waist down or not. Thx

@joyjoy1959 Hi, I'm 5'3" as well and this would fit me as a maxi dress and I can wear flats without it dragging on the ground. The 53" is measured from the top of the dress to the bottom. Please let me know if you have any other questions 😊
